Barbara Dull Knife – Director of “Children in Need of Care”

I was born and raised on the Pine Ridge Indian Reservation.  I am an elder who is dedicated to the preservation of our culture and language.  I currently serve on the Black Hills Initiative Treaty Council and have served two terms on the Oglala Sioux Tribal Council.   Currently, I manage and founded Wakanyeja Gluwitayan Otipi, Emergency/Safe House.  I retired from17 years of civil service, working in child welfare and the US Attorney’s Office.

I have volunteered for many food distribution and social welfare programs throughout the years.  Additionally, we are partners with Running Strong for Native American Youth and Partnership with Native Americans.  I am dedicated to the abused and neglected children of our reservation and persevere to provide culturally appropriate foster care services to our families in crisis.


Jolene Arrow -Principal of Marty Indian School

Jolene Arrow was born and raised on the Yankton Sioux Reservation, in the southeastern corner of South Dakota, after a brief stint in Chicago, Ill., due to a federal program called relocation.  Jolene Arrow attended St. Mary’s Episcopal School for Indian Girls and graduated from the first class of the newly renamed Marty Indian School after the Catholic Church turned it over to the Tribe.  Mrs. Arrow received her bachelors and Master’s degrees from Dakota Wesleyan University in Mitchell, SD.  She has taught in all levels from Head start to College level teaching Art, Dakota Language, Indian Studies, Tribal Government, Native Crafts, and Song and Dance.  She is currently the Elementary Principal but has also been Superintendent, High School Principal, and Dean of Students at her tribal school Marty Indian School.
